I think this is great and hope that more people follow. I understand that today there are spam all over but having spam protection combining with manual review of comments should make this work. Since a good comment actually give the siteowner some good free content I think its fair.

The response to local and national disasters is noble but it’s a damn shame that so many people take advantage of the sad situations.
I mean everytime there is an earthquake, a flood, an oil spill – there’s always a group of heartless people who rip off tax payers.
